Rule 5
Registration of appeal

(1) According to sub-section (1) of section 10 of the Act, the person making the appeal shall file an appeal before the commission in the format as per schedule.
(2) When making an appeal according to sub-rule (1), the concerned person may present himself or file an appeal through the relevant public body or the relevant district administration office or any post office.

(3) According to sub-rule (2), any person For filing an appeal through a public body or district administration office, the said office shall send the appeal to the Commission within three days after acknowledging the person making the appeal.
(4) If the appeal received according to sub-rule (1) or (2) is found to be within the time limit of the Act, the Secretary shall register such appeal.
(5) If it is found that the received appeal has been submitted before the deadline of the sub-rule (4), the secretary shall file an appeal against the same.
(6) According to sub-rule (5), the secretary shall inform the Commission and the relevant appeals about the filing of the appeal. 5a. Who can lodge a complaint :- (1) A person who is not satisfied with the fact that the information officer did not register the request for information, did not give the information as requested, or gave wrong information, may lodge a complaint with the chief within seven days.
(2) When examining the complaint received under sub-rule (1), if it is found that the information officer has not registered the request for information, has not given the information as requested or has given wrong information, the chief may order the information officer to provide the information as requested by the petitioner and if so ordered, the information officer Information should be provided to the concerned applicant within seven days.
(3) If no action is taken on the complaint of the petitioner within seven days when filing a complaint before the chief according to sub-rule (1), a petition may be filed before the commission within fifteen days of the expiry of that period.
